The Human Resources Department (HRD) is charged with providing personnel and labor-relations services, in compliance with state and federal regulations, to City departments.
Services include, but are not limited to, the following: personnel policy and procedure development, Personnel Policies & Procedures Manual development and maintenance, Employee Handbook development and maintenance, organizational/department effectiveness review, Equal Employment Opportunity (EEO) recruitment and hiring, position classification and compensation administration, benefit administration, insurance contract negotiation, employee training and development, grievance and discipline administration, attendance management administration, employee recognition programs, risk management health & safety program administration, and Worker's Compensation administration, performance evaluation program administration, unemployment administration, Drug-Free Workplace policy administration and DOT/CDL testing administration as well as various projects assigned by the City Manager.
Also, the HRD maintains official personnel files, including medical records. The HRD Director works closely with the Finance Director regarding employee compensation and benefits issues. Finance Department and Administrative Services Department support staff provide necessary administrative support and/or program administration assistance.
